Richard A. Hall

FBCI Involvement

Richard A. Hall is President of Hall Planning & Engineering, Inc. (HPE) for the past 19 years. He is a registered transportation engineer in 19 states, covering transportation practice areas. Rick desires to improve compact urban mobility for all travelers, thus, he focuses on both Planning and Preliminary Engineering, especially the vital interface between Planning and Design. Transportation aspects of community plans, subarea and sector plans and corridors are key emphasis areas. Traffic engineering analysis, public participation and charrette transportation tasks are routinely performed. Site impact studies, private and public growth management related studies and expert witness are also special skills. While working for the Florida DOT, Rick served on Urban Area Transportation Study technical committees in Miami, Tampa and other cities and was responsible for training and research in urban transportation modeling. His research work initiated the Florida Standard Urban Travel Model Structure (FSUTMS) process.
